_Petit Pays_ / _Small Country_ is a microscope that's trying to examine something critical, but is so out of focus that what they're trying to show isn't very clear. It's all the more frustrating because the subject of the film (a young boy on the fringes of the Rwandan genocide) is extremely important, but it's presented in such a way that the subject is lost in the directing. Sadly, it's not because the topic is good that the filmmaking is as well.
