I usually judge a film by how successfully it conveys what it's trying to say. Strangely enough, I don't know what _Hair High_ sets out to be and I suspect it doesn't, either. What we have is a very creative morass of (poorly drawn, imo) images whose purpose is more to entertain the artist than the audience.
