Strong actors and solid stunts can't make up for bad screenwriting and direction. Pity. 5/10

One ex-triad and drug hating financier vigilante, one asshole drug lord, and one good cop doing the best he can keeping everyone safe. Sounds kind of cool doesn't it?!? I'll let you in on a little secret. To an HK action fan like me...it definitely is. Excellently directed, great actors, quite a good story, great action, and a VERY exciting climax. Herman Yau did great with this one. ...and yes...you can't get past the scathing social commentary. Criticizing both the drug dealers AND the war on drugs. If you agree with this or not is irrelevant to whether or not the movie is good, so I'll skip commenting on that. Anyway, If you couldn't tell, I found The White Storm 2 rather good. You can almost "see" the passion the writer-director, Herman Yau had for the project throughout the movie. Great entertainment!!!!
