The poor mans "Police Academy", the film while albeit a silly bit of 80s fun, just doesn't seem to deliver, a lot of things which would have been funny early on just didn't land I felt, I can't nail it down to the delivery or presentation, something just felt off, and that is pretty much the film, there are some moments I did laugh at mostly toward the end though despite it being a bit flat.

Great 80s silly funny movie. If you like the series "Police Academy" then you will enjoy this too
