A bunch of Nazis and mercs run rampant through the city and there is no SWAT? I don't think so. Maybe initially, but after the first couple incidents, SWAT would be on alert. A helicopter with a mini gun would stand out and be taken down. Where the hell is all the police and security in this city? They only magically show up at the end where there is the least amount of outward destruction? WTF?
